Implementation of a Local Agenda 21The first step in the process to implement a Local Agenda 21 is to identify the problems faced by the particular locality, with the participation of the general public. Once the problems have been identified, then the desired objectives need to be established. These objectives then take the shape of action programs that are approved in the Local Action Plan. The execution of this plan is accompanied by the evaluation and monitoring of the results. All activities included within the Local Action Plan are integrated into a municipal environmental audit.
