The Bidasoa-Txingudi district is formed by the municipalities of Hondarribia and
Irun, in the Basque Autonomous Community, and by the municipality of Hendaye, which
is part of the French Department of the Atlantic Pyrenees. The district owes its
name to the river Bidasoa, whose source lies in the area of Erratzu (Navarre), where
the streams coming off the Auza and Izpegi hills merge.
Located within the Bayonne – Donostia (San Sebastian) axis, and with the Constitution
of the Bidasoa-Txingudi Cross-Frontier Consortium, formed by the municipalities
of Irun, Hondarribia and Hendaye, this district has a clear European focus, within
the specific scope of cross-frontier co-operation.
The origins of the Bidasoa-Txingudi Cross-Frontier Consortium can be traced back,
on the one hand, to the adoption of the Council of Europe and European Union objective
directed at establishing closer relations and promoting co-operation between the
peoples of Europe as a means towards European integration and, on the other hand,
to the conviction that mutual relations between the three municipalities would contribute
to the revalorization and development of the frontier areas, by joint action in
the fields of economic and social development and a strengthening of the ties between
the three municipalities.
The following data on population and density are available for the municipalities
forming part of the Consortium:

Irun: had a census of 60.352 inhabitants in 2005. The population density per square
kilometre is 1.410.

Hondarribia: 16.094 inhabitants in 2005. Density 559 hab/km2

Hendaya: approximately 15.000 inhabitants.
The contribution of the district municipalities to the achievement of the sustainable
development objectives, through the implementation of Local Agenda 21s, is at varying
stages and levels. With regard to the municipalities of Irun and Hondarribia, on
18th November 2004, the Agreement for the constitution of the “Udaltalde 21 Txingudi”
was signed, directed at implementing the Local Agenda 21 in these municipalities.
